VMning 823-sonli qarori"},"content":{"rendered":"\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>O\u2018zbekiston Respublikasi Vazirlar Mahkamasining<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Q A R O R I <\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Umumiy o\u2018rta ta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlarini moddiy rag\u2018batlantirish tartibini takomillashtirish to\u2018g\u2018risida<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">O\u2018zbekiston Respublikasi Prezidentining \u201cYoshlarni ma\u2019naviy-axloqiy va jismoniy barkamol etib tarbiyalash, ularga ta\u2019lim-tarbiya berish tizimini sifat jihatidan yangi bosqichga ko\u2018tarish chora-tadbirlari to\u2018g\u2018risida\u201d 2018-yil 14-avgustdagi PQ-3907-son <a href=\"http:\/\/lex.uz\/docs\/-3864155\">qarori<\/a> ijrosini ta\u2019minlash, shuningdek, xalq ta\u2019limi tizimi xodimlarining ijtimoiy mavqeyi va nufuzini oshirish maqsadida Vazirlar Mahkamasi qaror qiladi:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. O\u2018zbekiston Respublikasi Xalq ta\u2019limi vazirligi, Bandlik va mehnat munosabatlari vazirligi, Moliya vazirligi, O\u2018zbekiston Respublikasi Vazirlar Mahkamasi huzuridagi Ta\u2019lim sifatini nazorat qilish davlat inspeksiyasining Umumiy o\u2018rta ta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlarini rag\u2018batlantirish direktor jamg\u2018armasi mablag\u2018lari hisobidan umumta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlari faoliyatining natijadorligi asosida ularni rag\u2018batlantirishning shaffof tizimini joriy etish to\u2018g\u2018risidagi taklifi ma\u2019qullansin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. Umumiy o\u2018rta ta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlarini rag\u2018batlantirishning direktor jamg\u2018armasini tashkil etish va uning mablag\u2018laridan foydalanish tartibi to\u2018g\u2018risidagi nizom <a href=\"javascript:scrollText(-4533163)\">1-ilovaga<\/a> muvofiq tasdiqlansin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2<sup>1<\/sup>. O\u2018zbekiston Respublikasi Oliy va o\u2018rta maxsus ta\u2019lim vazirligi, Vazirlar Mahkamasi huzuridagi Davlat test markazi yakunlangan o\u2018quv yilida umumiy o\u2018rta ta\u2019lim muassasalarining oliy ta\u2019lim, o\u2018rta maxsus ta\u2019lim muassasalariga o\u2018qishga qabul qilingan 11-sinf bitiruvchilari ro\u2018yxatini har kalendar yilining IV choragi yakuniga qadar Xalq ta\u2019limi vazirligiga taqdim etib borsin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. O\u2018zbekiston Respublikasi Hukumatining <a href=\"javascript:scrollText(-4533815)\">2-ilovaga<\/a> muvofiq ayrim qarorlari o\u2018z kuchini yo\u2018qotgan deb hisoblansin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4. O\u2018zbekiston Respublikasi Xalq ta\u2019limi vazirligi manfaatdor vazirliklar va idoralar bilan birgalikda o\u2018zlari qabul qilgan normativ-huquqiy hujjatlarni bir oy muddatda ushbu qarorga muvofiqlashtirsin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. Mazkur qarorning bajarilishini nazorat qilish O\u2018zbekiston Respublikasi Bosh vazirining ijtimoiy rivojlantirish masalalari bo\u2018yicha o\u2018rinbosari A.A. Abduhakimov va O\u2018zbekiston Respublikasi xalq ta\u2019limi vaziri Sh.X. Shermatov zimmasiga yuklansin.<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>O\u2018zbekiston Respublikasining Bosh vaziri A. ARIPOV<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\">Toshkent sh., 2019-yil 30-sentabr, 823-son<\/p>\n\n\n\n<p class=\"has-text-align-right wp-block-paragraph\">Vazirlar Mahkamasining 2019-yil 30-sentabrdagi 823-son <a href=\"javascript:scrollText()\">qaroriga<\/a><br>1-ILOVA<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Umumiy o\u2018rta ta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlarini rag\u2018batlantirishning direktor jamg\u2018armasini tashkil etish va uning mablag\u2018laridan foydalanish tartibi to\u2018g\u2018risida<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\">NIZOM<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1-bob. Umumiy qoidalar<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. Ushbu Nizom Umumiy o\u2018rta ta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan xodimlarini rag\u2018batlantirishning direktor jamg\u2018armasini (keyingi o\u2018rinlarda Jamg\u2018arma deb ataladi) tashkil etish va uning mablag\u2018laridan foydalanish tartibini belgilaydi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. Jamg\u2018arma umumiy o\u2018rta ta\u2019limning davlat ta\u2019lim standartlariga muvofiq o\u2018quvchilarga ta\u2019lim beradigan barcha tur va nomdagi umumiy o\u2018rta ta\u2019lim maktablari hamda maktab-internatlarda (keyingi o\u2018rinlarda umumta\u2019lim muassasalari deb ataladi) tashkil etiladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2-bob. Jamg\u2018armani tashkil etishning maqsad va vazifalari<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. Jamg\u2018arma umumta\u2019lim muassasasida o\u2018quv-tarbiya jarayonining samaradorligi va sifatini oshirishni rag\u2018batlantirish, pedagog, psixolog va kutubxona xodimlariga oylik ustama belgilash, umumta\u2019lim muassasalari xodimlarini mukofotlash va ularga moddiy yordam berish, pedagog xodimlarning kasb mahorati va malakasini oshirishini rag\u2018batlantirishni kuchaytirish maqsadida tashkil etiladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4. Jamg\u2018armaning vazifalari quyidagilardan iborat:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">umumta\u2019lim muassasalarining o\u2018rnak ko\u2018rsatgan pedagog (ular umumiy sonining ko\u2018pi bilan 50 foizi), psixolog va kutubxona xodimlarining bazaviy tarif stavkasiga har oylik ustama belgilash yo\u2018li bilan ularni moddiy rag\u2018batlantirish;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">umumta\u2019lim muassasalari xodimlarini mukofotlash va ularga moddiy yordam berish;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">tejalgan mablag\u2018lar mavjud bo\u2018lgan taqdirda, ushbu mablag\u2018lar hisobidan xodimlarning vaqtincha mehnatga layoqatsizligi bo\u2018yicha to\u2018lanmagan nafaqalarni moliyalashtirish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3-bob. Jamg\u2018armani shakllantirish tartibi<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. O\u2018zbekiston Respublikasi Davlat budjetida belgilangan tartibda nazarda tutiladigan budjet mablag\u2018lari Jamg\u2018arma mablag\u2018larini shakllantirish manbalari hisoblanadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6. Jamg\u2018arma umumta\u2019lim muassasasi mehnatga haq to\u2018lash fondining 15 foizidan ortiq bo\u2018lmagan miqdorda tashkil etiladi. Jamg\u2018armaning mehnatga haq to\u2018lash fondiga nisbatan foizlardagi miqdori navbatdagi yil uchun O\u2018zbekiston Respublikasining Davlat budjeti to\u2018g\u2018risidagi qonuni qabul qilinganidan so\u2018ng umumta\u2019lim muassasalariga O\u2018zbekiston Respublikasi Xalq ta\u2019limi vazirligi va Moliya vazirligi tomonidan yetkaziladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jamg\u2018armaning mehnatga haq to\u2018lash fondiga nisbatan miqdori Respublikaning barcha umumta\u2019lim muassasalari bo\u2018yicha yagona hisoblanadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">7. Jamg\u2018arma mablag\u2018lari hisobidan ustamalar hamda boshqa turdagi rag\u2018batlantirish bilan bog\u2018liq to\u2018lovlar belgilangan tartibda moliya organlari tomonidan xodimlarga ish haqi to\u2018lash uchun mablag\u2018larni moliyalashtirish bilan bir vaqtda moliyalashtiradi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">8. Jamg\u2018arma mablag\u2018lari hisobidan tayinlangan ustamalar, moddiy yordam va mukofotlar summasi umumta\u2019lim muassasasining mehnatga haq to\u2018lash fondiga kiritiladi. Jamg\u2018arma hisobidan olingan daromadlarga qonunchilik hujjatlariga muvofiq soliq solinadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4-bob. Pedagog, psixolog va kutubxona xodimlariga oylik ustama belgilash, umumta\u2019lim muassasalari xodimlarini mukofotlash va ularga moddiy yordam berishni tashkil etish<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">9. Pedagog, psixolog va kutubxona xodimlarining bazaviy tarif stavkasiga har oylik ustama belgilash, umumta\u2019lim muassasalari xodimlarini mukofotlash va ularga moddiy yordam berish umumta\u2019lim muassasalarida tashkil etiladigan ustamalar belgilash, moddiy rag\u2018batlantirish va moddiy yordam berish bo\u2018yicha ishchi guruhlar (keyingi o\u2018rinlarda ishchi guruhi deb ataladi) tomonidan amalga oshiriladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bunda Qoraqalpog\u2018iston Respublikasi Xalq ta\u2019limi vazirligi, Toshkent shahar xalq ta\u2019limi bosh boshqarmasi va viloyatlar xalq ta\u2019limi boshqarmalari, tuman (shahar) xalq ta\u2019limi bo\u2018limlari ishchi guruhining faoliyatiga hamda ular qabul qiladigan qarorlarga aralashishga yo\u2018l qo\u2018yilmaydi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">10. Ishchi guruh umumta\u2019lim muassasasining pedagogik kengashi qarori asosida, muassasa direktorining buyrug\u2018i bilan kamida yetti kishidan iborat toq sonda quyidagi tarkibda tasdiqlanadi:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruhi rahbari \u2014 umumta\u2019lim muassasasi direktori;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruh a\u2019zolari \u2014 o\u2018quv ishlari bo\u2018yicha direktor o\u2018rinbosari, ma\u2019naviy-ma\u2019rifiy ishlar bo\u2018yicha direktor o\u2018rinbosari, kasaba uyushmasi qo\u2018mitasi raisi, umumta\u2019lim muassasasi pedagog xodimlari orasidan hamda umumiy o\u2018rta ta\u2019lim muassasasi kuzatuv kengashi va o\u2018quvchilarning ota-onalaridan vakillar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Umumta\u2019lim muassasasining o\u2018quv ishlari bo\u2018yicha direktor o\u2018rinbosari \u2014 Ishchi guruhning mas\u2019ul kotibi hisoblanadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruh faoliyatida shaffoflikni ta\u2019minlash maqsadida ushbu ishchi guruh tarkibi har o\u2018quv yili boshlangunga qadar umumta\u2019lim muassasasi pedagogik kengashi tomonidan qayta ko\u2018rib chiqiladi. Bunda ishchi guruh tarkibidagi umumta\u2019lim muassasasi pedagog xodimlari, umumiy o\u2018rta ta\u2019lim muassasasi kuzatuv kengashi va ota-onalar vakillari har yili o\u2018zgartirib borilishi shart.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">11. Ishchi guruh:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jamg\u2018arma mablag\u2018larining to\u2018g\u2018ri va samarali sarflanishini rejalashtiradi va nazorat qiladi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">o\u2018quv-tarbiya jarayoniga shaxsiy hissa qo\u2018shayotgan, o\u2018z kasbiga sodiq va tashabbuskor, yuqori kasb darajasini namoyon etayotgan pedagog, psixolog va kutubxona xodimlarini ularning faoliyatini ushbu Nizomga <a href=\"javascript:scrollText(-4533535)\">1-ilovadagi<\/a> baholash mezonlari asosida aniqlaydi, bazaviy tarif stavkasiga har oylik ustama belgilaydi, umumta\u2019lim muassasasi xodimlarini mukofotlaydi hamda ularga moddiy yordam belgilaydi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">pedagog, psixolog va kutubxona xodimlarining bazaviy tarif stavkasiga har oylik ustama belgilash, umumta\u2019lim muassasasi xodimlarini mukofotlash va moddiy yordam berishda adolat va xolislik prinsiplariga amal qiladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">12. Ishchi guruh o\u2018ziga yuklatilgan vazifalardan kelib chiqib, quyidagi funksiyalarni bajaradi:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) Jamg\u2018arma mablag\u2018larining to\u2018g\u2018ri va samarali sarflanishini rejalashtirish va nazorat qilish bo\u2018yicha:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">bazaviy tarif stavkasiga har oylik ustama belgilangan pedagog xodimlar soni umumta\u2019lim muassasasida faoliyat ko\u2018rsatayotgan jami pedagog xodimlar umumiy sonining 50 foizidan oshib ketmasligini nazorat qiladi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">har yili 1-iyulga qadar umumta\u2019lim muassasasining har bir pedagog, psixolog va kutubxona xodimlari faoliyatini baholaydi va navbatdagi o\u2018quv yili uchun yuqori natija ko\u2018rsatgan pedagog, psixolog va kutubxona xodimlari bazaviy tarif stavkasiga har oylik ustama miqdorini belgilaydi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">o\u2018quv yili davomida bazaviy tarif stavkasiga har oylik ustama belgilangan pedagog, psixolog va kutubxona xodimlari faoliyatining natijadorligi bo\u2018yicha ushbu Nizomga <a href=\"javascript:scrollText(-4533684)\">2<\/a>, <a href=\"javascript:scrollText(-4533699)\">2a<\/a>, <a href=\"javascript:scrollText(-4533703)\">2b-ilovalar <\/a>bilan tasdiqlangan shakllar asosida tizimli ichki monitoring yuritadi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">umumta\u2019lim muassasasi pedagog, psixolog va kutubxona xodimlarining faoliyati natijalari asosida bazaviy tarif stavkasiga har oylik ustamalarni saqlab qolish, o\u2018zgartirish yoki bekor qilish, zarur hollarda, ustamalar miqdoriga o\u2018zgartirish kiritish to\u2018g\u2018risida qaror qabul qiladi, qabul qilingan qaror haqida pedagogik kengashda axborot beradi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) o\u2018quv-tarbiya jarayoniga shaxsiy hissa qo\u2018shayotgan, o\u2018z kasbiga sodiq va tashabbuskor, yuqori kasb darajasini namoyon etayotgan pedagog, psixolog va kutubxona xodimlarini ularning faoliyatini baholash mezonlari asosida aniqlash, bazaviy tarif stavkasiga har oylik ustama belgilash, umumta\u2019lim muassasasi xodimlarini mukofotlash hamda ularga moddiy yordam belgilash bo\u2018yicha:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">umumta\u2019lim muassasasi pedagog, psixolog va kutubxona xodimlari faoliyatining samaradorligini tahlil qiladi va baholaydi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">yangi o\u2018quv yili boshlanguniga qadar umumta\u2019lim muassasasining pedagogik kengashi majlisida Jamg\u2018arma hisobidan tegishli pedagog, psixolog va kutubxona xodimlarining bazaviy tarif stavkasiga har oylik ustama belgilash to\u2018g\u2018risidagi qarori yuzasidan axborot beradi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">umumta\u2019lim muassasalari xodimlariga ularning murojaatlari yoki kasaba uyushmasi qo\u2018mitasining tashabbusiga ko\u2018ra moddiy yordam belgilaydi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">v) pedagog, psixolog va kutubxona xodimlarining bazaviy tarif stavkasiga har oylik ustama belgilash, umumta\u2019lim muassasasi xodimlarini mukofotlash va ularga moddiy yordam berishda adolat va xolislik prinsiplariga amal qilish bo\u2018yicha:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">o\u2018qituvchi ta\u2019lim-tarbiya berayotgan o\u2018quvchilarining bilimi, malakasi va ko\u2018nikmalarining muayyan sinf va o\u2018quv fani bo\u2018yicha umumiy o\u2018rta ta\u2019limning davlat ta\u2019lim standartlari talablariga muvofiqligini sinf jurnalidagi qaydlar orqali tahlil qiladi;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">mukofotlanadigan va moddiy yordam ko\u2018rsatiladigan xodimlarni, shuningdek, rag\u2018batlantirish miqdorini aniqlaydi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">13. Ishchi guruhning ustama haq belgilash bo\u2018yicha majlislari bir yilda kamida bir marta, istisno hollarda zaruratga ko\u2018ra, o\u2018tkaziladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zarur hollarda, ishchi guruh raisining tashabbusi yoki ishchi guruh a\u2019zolaridan kamida ikki nafarining taklifiga ko\u2018ra xodimlarni mukofotlash, bazaviy tarif stavkasiga har oylik ustama haqlarni qayta ko\u2018rib chiqish hamda xodimning murojaati yoki boshlang\u2018ich kasaba uyushmasining tashabbusi bilan moddiy yordam berish haqidagi masalada ishchi guruhning navbatdan tashqari majlisi chaqirilishi mumkin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pedagog xodimlarning bazaviy tarif stavkasiga har oylik ustama belgilash, umumta\u2019lim muassasalari xodimlariga mukofotlar berish va ularga moddiy yordam ko\u2018rsatish ishchi guruh majlisi qarori bilan ochiq muhokama orqali hamda umumta\u2019lim muassasasining pedagogik kengashi fikrlarini hisobga olib, Jamg\u2018armada nazarda tutilgan mablag\u2018lar doirasida amalga oshiriladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">14. Ishchi guruh majlisini o\u2018tkazish bilan bog\u2018liq zarur hujjatlar ishchi guruh mas\u2019ul kotibi tomonidan tayyorlanadi hamda majlisga uch kun muddat qolganda ishchi guruh rahbar va a\u2019zolariga taqdim etiladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruh mas\u2019ul kotibi hujjatlarning yuritilishi va saqlanishini ta\u2019minlaydi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">15. Ishchi guruh majlislari ishchi guruh a\u2019zolari umumiy sonining uchdan ikki qismi ishtirok etsa, vakolatli hisoblanadi. Bunda kasaba uyushmasi va umumta\u2019lim muassasasi kuzatuv kengashi va o\u2018quvchilar ota-onalari vakillarining ishtiroki majburiy hisoblanadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruh qarori ishchi guruh a\u2019zolarining oddiy ko\u2018pchilik ovoz berishi yo\u2018li bilan qabul qilinadi. Ishchi guruh rahbari barcha a\u2019zolardan so\u2018ng ovoz beradi. Ovozlar soni teng bo\u2018lib qolganda, ishchi guruh rahbarining ovozi hal qiluvchi hisoblanadi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ishchi guruh a\u2019zosining bazaviy tarif stavkasiga har oylik ustama belgilash, uni mukofotlash yoki unga moddiy yordam belgilash to\u2018g\u2018risidagi masala ko\u2018rib chiqilayotgan bo\u2018lsa, ishchi guruhning mazkur a\u2019zosi masalani ko\u2018rib chiqish jarayonida ishtirok etmaydi hamda bu haqida ishchi guruh majlisi bayonnomasida qayd etiladi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">16.
